Read the Broadcasting Digital Migration Policy of 2008 to answer the
questions below. You will find the policy by using the search engines.
a. Give an overview of the broadcast Digital Migration Policy.
The Broadcasting Digital Migration Policy, launched in 2008, aimed to facilitate the
transition from analogue to digital broadcasting in South Africa.1 The policy aimed to
ensure that digital broadcasting was accessible to all citizens, including those in rural
and remote areas. It also aimed to create new opportunities for the growth of the
broadcasting industry, to enable more channels and services to be available to the
public and to improve the quality of broadcasting services.
b. Discuss five stages of the policy process using examples from the
Broadcasting Digital Migration Policy of 2008. In your discussion, you
need to select a stage of the policy process that you believe the
Broadcasting Digital Migration Policy is currently at. You will need to
research carefully to motivate your choice.
The five stages of the policy process are agenda setting, policy formulation,
adoption, implementation and evaluation. The Broadcasting Digital Migration Policy
has gone through several stages in the policy process.
a) Agenda setting: The government identified the need to switch from analogue
to digital broadcasting and introduced the policy.
b) Policy formulation: The policy was developed and proposed by the
government, with input from stakeholders.
c) Adoption: The policy was adopted and approved by the government.
d) Implementation: The implementation of the policy has been slow and faced
several challenges, including delays and funding issues.
