The personalities were responsible for a breakdown in relations between crown and parliament
in the year 1604-1629.
Intro: James I 1603-1625. Charles I first three years of rule. Personalities of the king’s led to a
lack of trust between parliament and crown. It is clear that the political nation was more willing to
challenge the monarch, due to the power of the purse.
Financial issues
James:
● 1610 Failure of the Great contract
● Treaty of London ends war with Spain - saves money.
● Cockayne project - James creates monopoly on cloth trade.
● Extravagance - money, clothes, family - ante supper
● Inherited £300,000 debt - insufficient money making methods - crown land was sold off.
Charles:
● Inherited £1 million debt + bad financial system - could not ‘live of his own’
● 1626 Forced Loan - unpopular
● 1627 Five Knights Case - Charles tampers with evidence.
Political issues
James I:
● 1621 James tears protestation out of the commons journal
● Clashed with parliament over the king’s view of divine right.
● Spanish Match failure and humiliation
Charles I
● 1628 Buckingham assassinated (shows growth in opposition)
● 1628 Petition of Right - opposed Charles I’s absolutism - fair trial, no taxation without
parliament/forced tax.
● 1629 Three Resolutions - opposed arminianism and tonnage and poundage
Foreign relations
James:
● Rex Pacifus - refused to join 30 years war
● 1621 Parliament wouldn’t financially support James’ plans to support frederick of the
palatinate - despite being a protestant power.
● Treaty of London 1610
Charles:
● Parliament urged him to join 30 years war but would not give him money.
● Buckingham’s failures 1625/1627 - Cadiz and La Rochelle
