GRADE 2 LESSONS - 1 WEEK

LESSON 1 – MANAGEMENT IN FOUNDATION PHASE (MFP2601) –

GRADE 2

Mrs Tongai, a foreign parent, visits the principal of the school where you are
doing Teaching

Practice towards the end of February. She requests to register her child in a Grade
2 class.

She has no registration documentations for the learner, but she has a work
permit. She will be staying few kilometres away from the school.

How will you advise the principal in handling this request for admission of the
learner taking into consideration the education legislations and policies in South
African public schools?

(Quote at least 3 policies)

Use the provided space to answer this question.

When Mrs. Tongai comes to the principal asking to register her child in a Grade 2
class without any registration documents, it is important to approach the
situation with care and in accordance with South African education legislation and
policies.

Firstly, I would advise the principal to adhere to the South African Schools Act
(1996), which states that no child can be refused admission to a public school

,based on nationality or documentation if there is an intention to comply with the
relevant requirements. This means that even though Mrs. Tongai does not have
registration documents, the school can still consider admitting her child.

Secondly, the South African Constitution (1996) emphasizes the right to education
for all children residing in South Africa, regardless of their immigration status.
Article 29 of the Constitution guarantees everyone the right to basic education.
Therefore, the principal should understand that excluding a child from school due
to lack of documentation is not in line with this fundamental right.

Lastly, the Policy on the Admission of Learners to Public Schools (2001) supports
the idea that schools should accommodate all learners. It encourages schools to
establish admission processes that are fair and inclusive. Although immigration
status and documents are important, this policy emphasizes the need to not let
such issues prevent a child from receiving an education.

Taking into account these policies and legislations, I would recommend that the
principal consider registering Mrs. Tongai's child provisionally. This can be done
by allowing the child to start school while Mrs. Tongai gathers the necessary
documentation. The school can also offer support in helping her understand what
is needed for full registration later.

In conclusion, it is essential for the principal to remember that all children have a
right to education. By considering Mrs. Tongai's request with compassion and
understanding, the school can ensure that the child starts learning while fulfilling
legal requirements as soon as possible.
