our school. The Language in Education Policy (LiEP) plays a crucial role in shaping
how schools, including ours, make decisions about the languages used in teaching
and learning. This evening, I will outline the background of the LiEP, discuss the
challenges we face in its implementation, and consider the practical aspects of
choosing a LoLT that will best support our learners.
Background on the Language in Education Policy (LiEP)
Introduced in 1997, the Language in Education Policy (LiEP) is a cornerstone of
South Africa’s democratic transition. It is designed to promote multilingualism and
ensure equitable access to quality education. The LiEP encourages the use of
learners’ home languages in early education, while simultaneously fostering
proficiency in South Africa’s official languages. This policy recognises the linguistic
diversity of our country and aims to protect the right of learners to be educated in a
language that supports their comprehension and academic success. The school
governing body is empowered to decide on the most appropriate LoLT for the
learners, within the framework of the LiEP and with the goal of promoting effective
education.
Challenges in Implementing the LiEP
While the LiEP provides a solid foundation, implementing the policy in a linguistically
diverse school such as ours presents several challenges. The primary challenge is
our students’ diverse language backgrounds. In our school, learners speak multiple
languages at home, making it difficult to select a single LoLT that accommodates
