1.4 Project Delivery Method
The contract between the owner and general contractor is based on the CCDC2
Stipulated Price Contract. Background information on the main stakeholders are shown
below.
Owner: Contractual party from the public sector who expressed interest in rehabilitating
and replacing the sewer pipe systems. Party is committed to providing the funding for the
final project deliverable.
Consultant: Contractual party that takes responsibility for engineering drawings and
specification life-cycle development of the bidding project. The consultant also assists the
owner to evaluate bid proposals during the tendering stage and provides various advisory
services for the on-site representation. Their contractual relationship with the owner is a
flat fee service for designing all details required for the agree-upon scope of the final
deliverable and monitoring the project delivery progress as representative.
Contractor: Contractual party is responsible for planning, executing, overseeing, and
inspecting the project scope. Their contractual relationship with the owner is a lump sum
contract which provides partial payment to the contractor after the completion of a
predefined stage of work. Based on clauses 3.4.1.1 and 3.4.1.2, the contractor is
obligated to provide a baseline schedule before the first progressive payment and update
the monthly schedule accordingly. Finally, the remaining balance of the contract price
will be paid to the contractor when substantial performance is achieved.
