 Define clear minimum standards of behavior. These should be rules that are thought of and
agreed by both you and your class. Once agreed, why not ask children to sign a class contract
to make sure they understand that the class rules are everyone's responsibility to follow. You
might even like to let children be involved in creating a class rules display.
 The Schools foster a culture of respect, cooperation and inclusion amongst all staff and students.
Physical and other barriers are minimized, and individual supports provided. School
administrators are knowledgeable about inclusive education and lead the school’s efforts to
include all learners.
 Teachers accommodate the needs of every student, either through universal design for learning
or through adjustments and accommodations to meet individual needs. Teachers must: e.g.
differentiate lessons so that all students can participate.
 Children with intellectual disabilities, including those with more significant disabilities, can be
supported in regular classes. Schools which welcome all children help to create societies which
value diversity. Schools need to constantly work to eliminate barriers which keep some children
from benefitting academically or socially. Investments in supporting inclusion is a way to
strengthen schools for all students.

Theory of inclusive special education
Hornby (2015) introduced a new theory for the education of learners with special educational needs
and disabilities. This was prompted by his belief that inclusive education and special education are
based on different philosophies that provide conflicting views and approaches on how best to
educate learners with special needs and disabilities. Consequently, the Theory of Inclusive Special
Education attempts to synthesize the opposing philosophies, values and practices of inclusive
education by merging them with the interventions, strategies and procedures commonly applied to
