STATEMENT OF PROBLEM AND PURPOSE
Alliah Construction unfortunately has experienced a hand full of serious accidents lately. In
addition to that, The OSHA inspector has suggested the need for an updated training plan for
Roofing Supervisors.
The purpose of the training program is to provide a better understanding for Roofing
Supervisors regarding safety violations and practices that can cause injuries and accidents on
job sites. This new training plan will assure that Alliah Construction has effectively trained and
completed the onboarding process to the best of our ability.
TRAINING PROGRAM OBJECTIVES
This training program has multiple important objectives. However, the main key objectives are
to educate and properly onboard Roofing Supervisors on the areas of specialty in their
perspective job. Most importantly, the program will educate them on the importance of proper
use of equipment and safety equipment, as well as safety practices on job sites to eliminate
violations and fines from OSHA.
SKILLS GAPS
The Osha inspector discovered skill gaps when the inspection was completed. These skills gaps
are requirements for each Roofing Supervisor and their employees. The 4 skill gaps are listed
below.
1. Fall protection equipment that is necessary for roof installations, such as a safety
harness and ropes- were not present and were not being used by employees.
2. Protective Equipment (PPE), such as protective headgear, was not being used by
employees.
3. Protective equipment for hearing was missing. This is an issue due to the use of power
tools and generators that can potentially damage hearing.
4. Every job site is required to have a complete and readily available first aid kit. However,
the first aid kit present had some items completely missing and other items were past
their expiration date.
, LEARNING OBJECTIVES
1. Once the Roofing supervisors have completed the new training program- they will
adhere to the guidelines of using fall protection equipment effectively. Also, they will
maintain the proper training and demonstrating of the fall protection equipment with
their employees.
2. Once the Roofing supervisors have completed the new training program- they will train
employees and be able to demonstrate proper use of Personal Protective Equipment
effectively.
3. Once the Roofing supervisors have completed the new training program- they will be
readily able to identify when essential protective equipment for hearing is not being
used or is missing from the job site. Also, they will be readily able to train employees on
this topic so that the risks and hazards are fully understood by all.
4. Once the Roofing supervisors have completed the new training program- they will be
readily able to identify when first aid kit components are missing. Also, they will be
able to train employees so that they fully understand the essential need for a complete
and up-to-date first aid kit.
BEHAVIOR CHANGES AS A RESULT OF TRAINING
1. Roofing Supervisors will adhere to the use of fall protection equipment amongst
employees. Also, they will ensure that all new employees are fully trained and informed
to understand the essential need for using the fall protection equipment. The most
important function of all is to have employees comply to prevent injury.
2. Roofing Supervisors will adhere to the use of proper Personal Protective Equipment.
Also, they will ensure that all employees and any other visitors to the job site will also
adhere to the use of proper PPE.
3. Roofing Supervisors will ensure that Protective equipment for operating power tools and
generators are always readily available and used by all employees to maintain hearing
safety. Also, employees will be trained and encouraged to report when this safety
equipment is missing or broken to avoid potential hazards or injury.
4. Roofing Supervisors will maintain inventory within First Aid Kits on job sites. Also,
they will replenish and replace components of first aid kits as needed.
PROGRAM DESIGN
The training program will be put together both internally and externally. The internal sector will
be completed by the Director of Training and Development. This portion will be designed and
implemented specifically for the construction and roofing industry. Also, it will be engineered
towards the Roofing supervisors specifically. Additionally, the Training Director will team
together with external firms such as OSHA to see that the program is fit for its purpose and
meeting all guidelines in place. Lastly, the director of training is going to team with an external
