waste management operations and the quality of services provided to households.
Municipalities face budget constraints that hinder their capacity to invest in modern waste
management systems and technology as noted by Khattak, Wu and Ahmad (2023). This
often leads to a reliance on outdated methods and underfunded collection services, which
exacerbates the waste problem. Budget constraints and financial limitations impact the
ability of municipalities to invest in and maintain effective waste management systems.
