What does it mean to practice veterinary medicine?
Diagnose/treat/correct/relieve/prevent animal disease (mental or physical). It also
includes representing oneself (publically or privately) as someone who can do one of
the above things.
What is required for a veterinarian-client-patient relationship?
Veterinarian assumes medical responsibility for the animal + client agrees to follow the
veterinarian's instruction. Also requires the vet to have sufficient knowledge (via recent
physical examination) of the animal to have a preliminary diagnosis AND for the vet to
be available/provide follow-up care.
What is the difference between a veterinary student intern & a veterinary student
preceptee?
Intern= 3rd + year vet student
Preceptee= Any year vet student undergoing a "preceptor/extern" program
What level of training is required to be a veterinary technician?
Post-high school training (must be 18+ yrs old). Passes the NC Vet Tech Exam (from
the Board) & the national VTNE.
What constitutes an animal health/medical center?
Vet hospital + large amount of research + offers professional education programs
What constitutes an emergency facility?
A veterinarian is on site during ALL hours of operation.
What constitutes a mobile facility?
,Vet practice which operates from a specially equipped vehicle, but still has a permanent
address & telephone at some location for making appointments/handling emergency
calls.
What constitutes a veterinary office?
No boarding/housing of patients done there.
What constitutes an on-call emergency service?
Veterinarian is reachable for after-hours emergency via phone call, but otherwise not on
site.
What constitutes a veterinary/animal clinic?
Out-patient facility.
What constitutes a veterinary/animal hospital?
Includes the confinement & treatment of patients
How many members on the board are DVMs? Who are the others?
6 of the 8. The others represent either the public at large or veterinary technicians.
How long must a DVM be a NC vet to serve on the board?
5 years of licensure within NC is required.
Who appoints the board members?
Governor= 4 DVMs (from different districts) + general public
General Assembly/Senate= DVM (President Pro Tempore) & vet tech (Speaker of the
House)
Commissioner of Agriculture= State Vet/NC institution vet
What is the term length of a board member?
5 year terms. Cannot serve >10 consecutive years (2 consecutive terms).
What sorts of things can get a board member kicked out?
Moving to another state.
Financial ties (owning or being employed) to vet med supply companies -- conflict of
interest.
Having their license to practice revoked.
How often does the Board meet?
, At least 4x per year (time & place determined by the board)
What happens during the last meeting of the fiscal year?
A president, vice-president, secretary-treasurer are elected for the following year. These
terms last for 1 year with no limitation on the # of terms an officer may serve.
What are the general powers of the board?
Issue, deny, renew, suspend, or revoke licenses (normal, limited, temporary permits,
etc.)
Conduct investigations to find violations.
Employ full of part-time personnel for support staff.
Purchase all necessary supplies/office space necessary to do their duties.
Appoint (from their members) those to serve as representatives as necessary.
Adopt, amend, or repeal all rules as necessary to function.
What are the special powers of the board?
Set minimum standards for license renewal.
Inspect all places used by a veterinarian to determine any violations regarding medical
health, sanitation, or waste disposal.
Prohibit via emergency order the operation of any vet/facility that is endangering
animals and/or the public health, provided they then hold a hearing within 10 days.
Set special rules & registration for vet techs, student interns/preceptees.
Set & increase fees (so long as no increase is >15% per year & the fee increase isn't
>100% of all fee amounts already established.

Every 24 months
