Unit 22
Assignment 2: Analyse the Performance of Officials in a Selected Sport

Name:
P4, P5 & M2 – Devise a suitable criteria to analyse the performance of two officials in a selected sport.

Selected Sport: Rugby
Type of Official observing: Referee

Referee Name: Christophe Berdos
Assessor Name: George Alexander
Date Of Assessment: 27/06/09
Location: Lotus Versfield, Pretoria
Tasks to be observed: Comments
Application of Rules:  30 seconds into the match one of the players has his eye gouged and the referee applies
the foul play rule so he gives the offending player a yellow card for his actions which is
definitely justified by the laws of rugby.
 There is then a fight 4 minutes into the match and the referee doesn’t give anything to
any of the players involved as there was only pushing and no violent actions such as
punching or kicking and his decision is in line with the rules.
 24 minutes into the match one of the attacking players kicks the ball and the defensive
player who is running towards him, hits him after he has kicked the ball so the referee
follows the tackled off the ball rule and gives a penalty to the team who kicked the ball
and it was deemed as no yellow card which is the correct decision according to the
rules.

Control of game:  30 seconds into the match one of the players has his eye gouged and the referee
controls the game by not allowing a fight to start and making his decision quickly.
 There is then a fight 4 minutes into the match which shows that the referee doesn’t
have a lot of control of the game as he has to wait for the players to stop fighting and
then he acts.
 The final reason that the ref doesn’t have a lot of control of the game is because he uses
the TMO a lot throughout the game which could signal to the players that he is not the
best referee as he has to keep asking others to make the decision for him so the players
could push him around more and he will have less and less control.

Effective Scoring: For all of the decisions that the referee has made in this game I would give him a 7/10 because
he has made a majority of good decisions however he got some big decisions wrong.

Ensure health & safety:  Before the game the referee checked all of the players studs to make sure that they
matched the standards that are required for them to play in boots
 Before the game the referee checked the pitch to make sure it was smooth and there
was no potholes on the pitch that the players could twist an ankle in.
 61 minutes in, a big tackle was made which meant both players were down injured and
the referee allowed the play to carry on but when the ball went into touch he allowed
the doctors and physios to come on the pitch so that they could treat the players for
their injuries
Relationship with others:  His relationship with the touch judges is very good as he will always speak with them if
he is unsure of a decision and he trusts what they say happened and he goes with it.
 His relationship with the TMO isn’t as good as he does use him quite a lot however he
does not always completely trust him so he would need to develop his relationship with
the TMO more

, Name: George Alexander
Conflict management:  30 seconds into the match one of the players has his eye gouged and the referee
manages any conflict by not allowing a fight to start and making his decision quickly.
 There is then a fight 4 minutes into the match which shows that the referee isn’t
managing the conflict well in the game as he has to wait for the players to stop fighting
and then he acts.

Use of signals:  His use of signals is excellent because he doesn’t signal anything wrong throughout the
whole game.

Professional appearance:  The referee does appear professional throughout the game as he is wearing the correct
refereeing uniform and he has everything he needs for the game such as whistles, cards
and a watch to keep track of the time

Communication:  His communication with his refereeing team is very good as he always speaks with them
if he needs a decision checked and he listens to what they say and utilises it in his final
decision.
 His communication with the players is also good as he speaks in English so they all
understand him and he makes it clear with the individuals and the captains so both
teams know exactly what his decision are and where he stands in the game.

Fitness for the sport and Adequate or inadequate? Adequate Fitness mark out of 10: 9/10
level:
M2 and D1– The Strengths:
candidates performance
The referee’s first strength is his application of the rules. This is because he makes sure that all
the rules of rugby are followed at all times and he referees this well so all the players know they
have to stay within the rules of rugby. For example, 24 minutes into the match one of the
attacking players kicks the ball and the defensive player who is running towards him, hits him
after he has kicked the ball so the referee follows the tackled off the ball rule and gives a penalty
to the team who kicked the ball and it was deemed as no yellow card which is the correct
decision according to the rules. This shows that in this situation all the rules were followed by the
referee to make sure that his decision was as fair as possible.

The referee’s second strength is how he follows the health and safety guidelines set to him by
World Rugby. This is because he carries out all the necessary procedures before, during and after
the game to make sure that all the players and staff are safe throughout the game. For example,
61 minutes in, a big tackle was made which meant both players were down injured and the
referee allowed the play to carry on but when the ball went into touch he allowed the doctors
and physios to come on the pitch so that they could treat the players for their injuries. This
shows that referee does care for the players health by making sure that the play moved away
from the injured players and then allowing the doctors and physios to come on the pitch.

The referee’s third and final strength is that he communicates well with everyone in the game.
This is because he makes sure that he speaks with his refereeing team to make sure that his
decisions are as fair as possible, and he also speaks and listens to the players and captains so he
can understand any worries that the captains may have. Therefore, he will look out for any of the
worries that the players have brought to his attention. For example, in the 73 rd minute a try was
scored on the touchline and the referee could not see whether the player’s foot went into touch.
Consequently, he first checked with his touch judge to get his view on whether the player was
out or not and when that decision was also inconclusive, he checked with the TMO as he has
multiple views from different cameras. This communication then allowed him to award the try as
the TMO could see that he was not in touch. This shows that his communication is very good as if
it was not that good then he may have got the decision wrong which then would have affected
the outcome of the game.
