, Les 1
Little recapitalization
:

EU law
= consist out of primary law (kind of like national constitutional law) & secondary law (used to implement policies
and set out treaties  they use directives/regulations/decisions).

EU institutions
1) European council
= political institutions that brings together
the heads of state/government. They
meet 4 times a year and provide political
guidance.
2) European parliament
= Are electives, immediately chosen by
the people who represent the interests of
the citizens on European level.
3) Council of the EU
= consists out of all national ministers.
They meet and adopt laws in groups
concerning the topic.

Founding fathers
= around the 40/50’s there were people who talked about the EU, creating it and how it should be formed. There
motivation was to move beyond the idea that war could come again.

Some key figures:
1) Jean Monnet
= he wanted to create connections among people. His vision: cooperation & relationships, but he did not had
a clear end vision.
- He also said that the European states should come together and make a federation because the
members alone were not strong enough.
2) Robert Schuman
= he is the architect of the European integration project.
- The Schuman declaration (1950)
 build Europe through steps, not at once
3) Paul-Henri Spaak
= A European visionary and talented persuader.

Theoretical perspectives on the EU integration

What is a theory good for?
- Provide a hierarchy of potential explanatory factors  theory is not perfect but it makes sure that you think
about other factors as well. That you know that element A is crucial for element B.
- Show us patterns

Different kinds of theories
- Supranationalist  focus is on the EU, how it is designed …
- Nationalist  can we identify factors on nationalist level to help explain what is going on at the EU level
- Policy  can previous policies explain why we use certain policies
- Grand  tries to explain large events  it explains an EU policy to all the member states (smth important:
e.g. EU’s response to the Russian invasion)
