Understanding Health and Safety in the Business Workplace
In the following assignment I will be analysing the roles and responsibilities for the health
and safety of the key personnel. This report will be based on College of West Anglia since
there are a lot of aspects to health and safety there which can be spoken about.
Roles and responsibilities
Staff members are responsible for the productivity of the students as well as responsible for
the health and safety of the students who they teach. Although they don’t necessarily have
in their title. College has to take health and safety seriously for their students and all staff
must receive a health and safety training before they start their job. If the staff member has
an issue or an emergency, then must seek to their managers and bosses for further
guidance, for example if the staff member has hurt themselves badly while waling up the
stairs to the lesson and therefore is unable to hold the lesson anymore. The managers of
staff members are responsible for many things, such as ensuring their targets are met while
they’re at work, making sure that the workplace is safe for the students and the staff
members, making sure teachers are coming in on time and not interfering with the learners.
The principle of the College is in charge of all the health and safety regulations in the
College. The health and safety team of the College are in charge of checking and monitoring
the equipment used to make sure everyone in the workplace and students are safe at all
times.
While the College are required to provide health and safety training, it’s the responsibility of
all the staff members to follow the training and comply with the regulations. In order to
comply with this, the legislation that College has to consider, and follow is the Health and
Safety at Work etc. Act 1974, in order to provide a safe working environment for their staff
and students. By following this act, College must make sure their working environment is
safe and that there are no potential health risks that could be dangerous for those in the
building using the facilities, therefore, training must be provided.
Health and safety will provide information that is specific to the College, whereas training
only delivers general health and safety knowledge. For example those who are trained in
first aid need to deliver this, and those who are trained to safely use particular equipment
must apply that knowledge each time they use it. Everyone in the College has to follow
safety training, as well as implementing precautions outlined in the health and safety
policies. The legislation that College needs to consider here is Health and Safety at Work act
1974, as this gives a lot of information on how training must be done in order to keep
everyone safe in the environment, for example the health and safety act would look at how
some staff members or students may use lifts in an appropriate way, or use the computers
in an appropriate way, such as not having any drinks or food in the computer room to cause
harm to the equipment and potentially themselves.

College staff must make sure they’re following the rules regarding the display screen
equipment, meaning that being careful with the equipment and having knowledge on how
to use it safely. The legislation that College must follow is making sure the Display Screen
Equipment Regulation 1992, which covers all display screen or any similar equipment and
the correct procedures that must be applied to all before use, which these are done by the
employers to their employees, for example do regular DSE workstation assessment on the
equipment, or providing an eye test if the employee requests one.
College is in charge of ventilation, heating and cleanliness, all students and staff members
are entitled to have heating on when it’s winter and low temperatures likewise have air
conditioning on when the temperatures rise, such as summer, without following this
procedure this can cause staff members and student to be unwell and unable to work in
that specific environment. This law also states the employer should provide an eye test if
the employee asks for one due to screen equipment being used, as well as provide training
and information to all workers. The legislation College must consider here is The Health,
Safety and Welfare Regulations 1992, this legislation states the employers to make certain
provision to make sure their employees are not at risk of their health and welfare being at
danger. This includes heating and ventilation, any building requires adequate heating to a
comfortable temperature and a reasonable supply of fresh air into the building. Under this
legislation, heating and ventilation must be efficient, be effective, be economical, minimise
environmental pollution, is not at the risk of health and safety of the intended occupants
and create a comfortable working environment.
College must consider the Regulatory Reform (Fire Safety) Order 2005, as this is the
legislation that covers the appropriate measures that should be taken in case of a fire or an
emergency. College has emergency exists, in case of an emergency or a fire, college has a
fire meeting point at the front of the college as well as the back, all students and staff
members must evacuate the building and teachers must take registers to make sure no
student is left in the building. When dealing with an emergency, college must make sure
there is a clear passageway to all escape routes, clearly marked escape routes that are as
short and direct as possible, enough exists and routes for all people to escape, emergency
doors that open easily, emergency lighting where needed, training for all employees to
know and use the escape routes and a safe meeting point.
College must consider the Health, Safety and Welfare Regulations 1992 when providing
enough facilities for their staff and students. This legislation covers a wide range of health
and safety problems that may occur which will affect the environment, as well as covering
the basic rights of a human being. College is a big place with a lot of students and staff
members, therefore, college must provide appropriate amount of sanitary and washing
facilities. College must make sure they provide enough toilets and washbasins for those who
will use them, where possible, separate facilities for men and women, cleaning facilities as
this avoids the spread of bacteria and infections, hot and cold running water and a supply of
toilet paper and sanitary items for women (bins). Having these facilities in a workplace will
