Diversity in the Workforce
Britain’s public services work under tight instructions to promote diversity and equality within
their own workforce by making sure they have a diverse variety of employees. All public
services have equal opportunity guidelines, policies and recruitment strategies in place to
ensure that a wide range of cultures, religions, and ethnicities are part of the workforce and
have full equality to be if they wanted to and so that working is pleasant for them and there is
no bullying or harassment in the workplace. Public Services back up the belief that no one
should be discriminated against because of their gender, sexuality or physical disability. Only in
the past 5 years have women been granted equality in the armed forces by being allowed to
fight along the front line in the war.
The public services make sure their service is accessible to everyone in the area and that
everyone’s needs can be met by having their leaflets and websites in different languages other
than English. Also, to have equality and diversity officers and making sure their buildings are
accessible for people with disabilities.
For instance, the police department has employed only 4.4% of ethnic minorities and only 25%
of the whole Police Force are women. Only 2% of the 4.4% of ethnic minorities within the police
force are BME’s (black ethnic minorities) and only 50/27554 fire arm officers are BME’s. Within
the RAF, there are only 1.8% ethnic minority employees and only 3% of employees in the fire
bridge are women. The public services came up with a strategy called the diversity strategy of
2013 which aims to have all managers demonstrate effective leadership with regards to
equality and diversity and have an inclusive workforce where staff respect and value each
other’s diversity. This means that the public services are working hard to encourage diversity
and equality within their job roles and encourage and enable more women and ethnic
minorities to apply. Anti-discriminatory policies were also put into place so people should
succeed int heir career by how hard they work and not by their sexuality, gender or skin colour.
Each of the different public services, agencies and organisations has policies, regulations and
legislations in place set along by the government that created laws to ensure that services meet
the required needs of the public in matters of diversity, health and safety and other concerns in
the workforce. As well as this, they need to meet the standards while working with the public,
they also must meet them internally by following and applying these policies to members of the
service. To meet these standards, services have specific methods and procedures that are
usually stated in service policy to deal with issues for example discrimination, diversity, bullying
and equal opportunity within the workforce.
, The reason why the public services need a diverse workforce is because it will eliminate
discrimination, create equal opportunities and develop good working relationships between
different people in the public services and the community/society; in which it allows everyone
to respect and value each individuals’ differences.
One way in which the public services develops a diverse workforce is through recruitment and
staff selection strategies (positive action). Positive Action is a range of lawful actions that seek
to overcome or minimise disadvantages in employment opportunities and so this promotes
equality and human rights and can accept anyone for whoever they are. Also, where the people
come from: for instance, accepting their sexual orientation.
Having an effective equality and diversity policy in the public services allows them to deliver
services accessible to all and aims to integrate equality and human rights. With this, it will
change the attitudes within the public services and the communities in which it will eliminate
discrimination, harassment and victimisation. This is because with more people from different
backgrounds joining the public services, for example the Police Force, it will ensure that
everyone is treated fairly and that they should be accepted for who they are and to show
everybody that there is nothing wrong with being a different colour or race etc.
Another way that the public services develop a diverse workforce is representing diversity in
imagery. This means that working alongside people who may be of a different culture, race or
gender. This will show everyone that they should be treated fairly and to not be discriminated
against in any way. By creating friendships and good relations kept between everyone, this
imagery should display how communication and interactions should be between one and
another; in which it should positively influence others to converse in a proper manner and
accepting their differences, in order to be a good role model. For example, in the Fire and
Rescue Service, everyone is to be treated equally and no matter who they are or what colour of
their skin is. Their aim is to communicate effectively with one another and with different
members of the public.
Targeted recruitment is more common in the public services because of wanting to boost the
numbers of ethnic minority recruits. This will help the public services such as the police force
and fire service, to persuade others to join these services because it will increase diversity and it
will allow different people to have fair access to any of the services and be treated equally. As
of this, it will encourage positive action and show everyone that people should be treated the
same, without judging the person either about their race, religion or skin colour etc; rather than
being biased.
The public services are trying to maintain and expand on making their services and workforce
equal and diverse in order to accept the ethnic minorities and differences that people have
(Black men/women, LGBT, Muslim, Christian or disabled) they will do this by increasing their
female staff or their ethnic staff as they believe everyone has the right to be equal and have
acceptance into a job they may feel they had no chance of getting into. The public services have
