in 2020 – provides a thorough framework outlining the nation's aim for achieving the future cultural,
social, and economic success of Scotland. To promote sustainable cultural practices in the country, the
strategy outlines several aims, objectives, and initiatives (The Scottish Government, 2020). The main
3 ambitions included are to strengthen culture, transform through culture, and empower through
culture (figure 1). The United Nations Sustainable Development Goals (SDGs) are acknowledged as
having strategic value for sustainability and cannot be accomplished without commitment at all levels,
from the individual to various governmental levels (Pandey and Albert, 2022), therefore, the need for
incorporating sustainable development into policies and practices has been acknowledged by
governments, corporations, and organisations around the world (Emerick, 2022). This strategy will be
reviewed and analysed in terms of how it engages with sustainability issues in general, and with the
SDGs in particular.

Sustainable development refers to a strategy for growth that attempts to balance many, often
competing, needs and knowledge of the social, economic, and environmental restrictions that our
world is faced with today (Sustainable Development Commission, 2019). It is essentially defined as
“meeting the needs of the present without compromising the ability of future generations to meet their
own needs” (United Nations, 2022). A group of interlinked 17 goals – the SDGs - were established by
the UN General Assembly in 2015 to address issues such as poverty, inequality, and climate change.
These goals aim to “protect the planet, and improve the lives and prospects of everyone, everywhere”
(Practical Action, n.d.). Sustainable development is based on three fundamental pillars that represent
the environment, social responsibility, and the economic, however, there have been discussions
surrounding these current pillars and how they don’t fully reflect the complexity of our global
societies (Anon, 2010). This led to the proposition of adding the dimension of culture to policies
aiming at sustainable development, as cultural mentions are often weak. Culture, now seen as the
"fourth pillar" of sustainable development, builds strong connections with the other three dimensions
and is compatible with them all.


Working towards a society that is healthy, safe, tolerant, and innovative is the primary goal of
governments and requires them to promote a model of development that is sustainable while ensuring
