Evaluate the extent to which the UK remains a genuine pluralist democracy.

[30 Marks]

Paragraph One- Power dispersed to different regions and not concentrated in Westminster.

Devolved regions of Scotland, Wales and Northern Ireland each having their own elected regional
governments with powers ranging from local transport, education and health, therefore enabling
them to make laws and legislation that suit their area.

Covid-19 pandemic where there was a difference in the stay-at home orders, in 2020 the orders
were in place for 90 days in England, 99 days in Wales, 68 days in Scotland an 50 days in Northern
Ireland.

Not only this but England reopened levels of schooling on 1st June 2020 followed by all levels in
Wales on the 29th of June whilst education remained closed in Scotland until the 22nd July.

Counter Argument:

Devolution has not gone far enough and has not achieved true power dispersal from Westminster as
Westminster still retains the power to dissolve these regional bodies due to parliamentary
sovereignty.

Large amount of central control in Westminster.

Scotland tried to pass the Gender Recognition Act in 2023 which was blocked by the current
Conservative government in Westminster.

The Conservatives said that the bill would have an adverse impact on the operation of Great Britain’s
equality legalisation.
