P1- Outline why children + young people may need to be looked after away from their
families

There are numerous reasons why children and young people may need to be looked after
outside of their families. It could be due to family breakdown, bereavement, parental
illness/loss, the child having behavioural problems that are hard for a parent to bear etc.
OTher reasons could be because of maltreatment and neglect or abuse, addiction in the
family or themselves and financial instability. It is not always the home that the child or
young person is in that’s the problem, but they could have personal disabilities and issues
themselves that are hard for the parent or family members to cope with themselves. Another
reason they could be taken from their family is because of the young person being abused or
exploited and their need to be cared for somewhere else out of safety concerns.

FAMILY RELATED REASONS

This includes such things as bereavement, parental illness or incapacity (mental health
problems or substance and alcohol addiction).

BEREAVEMENT / UPHEAVAL

Children that need looking after are often vulnerable and may have faced and may have
already faced an inordinate amount of upheaval and disruption at such a young age. They
could be affected by things such as abuse and rejection. If something traumatic such as
family bereavement happens, they may deal with the overwhelming emotion of grief and loss
in a disturbing or physical way that is harmful. As a result, many of them have great difficulty
with their education and often fall behind in classes. Their ability to concentrate and study
could be reduced and their specific needs from the loss and bereavement may need to be
addressed. School is often the only stable factor in a child’s life after experiencing loss.
Everything apart from school may be in turmoil.

PARENTAL ILLNESS OR INCAPACITY

The reasons why children or young people find themselves being looked after away from
family varies. The young person's parents could be temporarily unwell or unable to cope
because of personal/mental/health reasons. In this case the child may only temporarily be
rehomed and then returned to their family when the situation has improved. Meanwhile, they
might need to spend time away with a foster parent, in a children's home or residential
school until the situation is repaired.

The length of time they spend away from their family depends on how bad the
circumstances are. Was it because of family bereavement? Parental illness? Mental health
problems? Or substance abuse? There could be physical violence or harm involved because
of parental illness and incapacity meaning it is a greater harm if the child stays. Depending
