A Forensic Strategy refers to the systematic processes that need to be followed when
attending a crime scene and conducting a criminal investigation. Various personnel are
involved with implementing the Forensic Strategy.

A Crime Scene Manager (CSM) specialises in major crime scene investigations. Their role is
to lead Crime Scene Investigators (CSI) and other personnel such as experts and specialists
at a major incident investigation. They have the responsibility of supervising and providing
support to CSI’s, to ensure the Forensic Strategy is implemented and followed properly and
in an ethical manner, during the investigation.

A CSM and Senior Investigating Officer (SIO) will work closely together in implementing the
Forensic Strategy during an investigation. The SIO is in charge of investigations and has the
responsibility of ensuring effective evidence recovery. An SIO is assigned to the crime scene
once an initial assessment has been carried out. Their role is to manage the criminal
investigation by formulating a scene examination plan. They have the responsibility of
conducting a meeting with the Forensic Management Team (FMT) to discuss examination
logistics and designate the appropriate personnel to their roles.

Crime Scene Coordinators (CSC) have the responsibility of designating Crime Scene
Investigator’s (CSI) to appropriate investigations, based on their specialised area. Their role
is important as correct allocation must be made to ensure evidence collection is done
properly.

Another personnel involved with implementing the Forensic Strategy is a Crime Scene
Investigator (CSI). Their role is to ensure the crime scene is secure and protected to prevent
any contamination. Their primary responsibility is preserving the scene. If not done by the
First Officer Attending, CSI’s will need to set up the inner and outer cordons at the crime
scene. CSI’s attend the crime scenes and collect evidence using various scientific methods.
Secondly, their responsibility is packaging and preserving all of the physical evidence that
has been collected. Their responsibilities are paramount in a criminal investigation as it is
vital the Forensic Strategy is followed properly otherwise, the evidence collected could be
declared void.

Another personnel involved in implementing the Forensic Strategy is an Exhibits Officer.
Their overall role is to manage all exhibits collected and recovered from the crime scene.
Their primary responsibility is to make sure the preservation and integrity of every exhibit
collected is done. Each exhibit must be packaged, labelled and stored correctly following
HOLMES and the Forensic Strategy. They must liaise with the SIO.

scale of destruction and consequently setting up the cordons appropriately. The scale of
