Grassroot Sport Overview
This piece of literature sets out to explore grassroot sport giving and small insight to what it
is and what it sets out to achieve. Within grassroot sport there are a number of key players
that facilitate and enable the execution of grassroot sport, the Policy Makers, Strategy
Formation and the Policy Implementers (Harris, 2013). In 2014 £50 million was invested
directly into grassroots football which largely just enables grassroot football clubs to run
(The FA, 2014) which implies that grassroot sport is a growing part of the sport industry.
The aims and objectives of this report is to provide an overview of grassroot sport, focusing
on policy implementation and funding. Within grassroot sport there are three main
sectors, they are: private sector, public sector and civic sector, this report will primarily
focus on the civic sector.
The Policy Implementers are the organisations and the people who directly deliver grassroot
sport (Harris, 2013). Figure one shows what type of organisations are involved. As shown in
the diagram the Policy Implementers are made up from a whole host of organisations from
each sector whether it be public, private or civic (Harris, 2013). Harris and Houlihan (2014)
express that the policy implementers are key from all the sectors, public private and civic.
Harris and Houlihan (2014) continue and highlight that the National Governing Bodies
(NGBs) play a primary role relating to the implementation of grassroot sport, with other
policy implementers, such as coaches and doorstep clubs to support them in doing so.
Bloyce and Smith (2009) expresses how the development of sport has become a more
relevant feature within government sport policies, which largely includes grassroot sport
and therefore has an impact on the policy implementers, for example the increased demand
for grassroot sport, implied by the Active Lives Survey (2018). Over recent years sport has
been used a vehicle to promote other social factors and this is one of the reasons the policy
implementers may conduct grassroot sport (Bloyce and Smith, 2009), to meet the
requirements of the Policy Makers.
