the EU and its consequences
The EU system is signified by the multi level system. There is interaction between syb-national
national, supranational and international. This governance system is the backbone of the European
community but also leads to problems. Because there are so many different actors at play it is
difficult to see who is responsible for which policy.

In every part of the policy cycle there is space for more European integration and cooperation.



In the Agenda setting fase national administrations are working to influence the European
commission. This builds international coalitions between different (national) groups. Expert groups
from different memberstates.

But the most obvious place for cooperation and interaction is in the implementation fase.



Because there are many places were national actors meet in formal or informal situations the
European commission does not only have the task to make decisions but also to mediate between all
the national actors.



EU agencies

Zij structureren de samenwerking tussen de EU en de lidstaten. Dit zijn wel over het algemeen EU
organisaties. Ze worden opgezet omdat ze een specifieker doel hebben waardoor ze effectiever
kunnen werken. Ook is het minder politiek.



Comitology (procedure)

The term comitology refers to a set of procedures trough which the Commission exercises the
implementing powers conferred on it by the EU legislators, with the assistance of committees of
representatvies from EU member states.

, Vroeger moeten alle ministers bij elkaar geroepen worden om een wet te laten veranderen. Door de
gekke koeienziekte is dit aangepast. Agentschappen hebben extra bevoegdheid waardoor ze beter
crises kunnen managen. Nu kan het ambtelijk apparaat ook ervoor zorgen dat er zaken worden
aangepast mocht dit nodig zijn.



Het vak wordt grotendeels gegeven omdat er heel veel verschillende systemen zijn op nationale
groten. Deze 27 systemen moeten wel hetzelfde Europese beleid uitvoeren. Dit botst bijvoorbeeld in
welk land budget er voor heeft en welk land weet hoe het uitgevoerd wordt.

Er zijn nauwelijks uitvoerende ambtenaren op Europees niveau. Dus de EU heeft ook niet het beste
inzicht in wat werkt op verschillende nationale niveaus.

De daadwerkelijke implementatie gebeurd dus door de lidstaten en nationale agentschappen.

De Europese commissie heeft tussen de 30 en 60 duizend ambtenaren.

Dit hele vak gaat eigenlijk over de afstemmingsproblematiek. Daarnaast wordt er gekeken naar
waarom het zo is georganiseerd en wie op dit moment de macht in handen heeft.

Institutionele keuze theorie (institutional choice theory) is de belangrijkste literatuur waar dit vak aan
opgehangen gaat worden.

Legitimiteitsvragen gaan ook gesteld worden.



Uit het artikel komt naar voren dat er op veel verschillende niveaus wordt samengewerkt. Waarom
regelen we dit dan niet op een Europees niveau.

Vanaf het begin is het principe gehanteerd dat het Europees recht gaat boven nationaal recht. Dit
heet vertical seperation.

- Europese laag doet besluitvorming
- Nationale laag doet uitvoering

Voor de EU is het echter moeilijk om te zien wat er op nationaal niveau gebeurd.

Tegelijkertijd besluiten de landen in de raad van ministers

Dat zorgt ervoor dat er op veel punten officieel en officieus overleg plaatsvindt.



Uiteindelijk beslissen deze verschillende administratieve netwerken niet maar de Europese
commissie. Ook bestaan de netwerken vaak officieel niet.

Netwerken ontstaan als landen samen komen om richtlijnen te bespreken. Dus de verschillende
uitvoerende agentschappen gaan bij elkaar zitten. Delen informatie en ervaringen. Uiteindelijk
schuift de commissie vaak ook bij deze netwerken aan om een vinger in de pap te houden
