Higher Education & TEF

Teaching Excellence Framework
 National scheme
 Aim = encourages HE to improve and increase excellence
 How? = assess & rates the level of excellence of unis. Sets minimum
requirements & standards.
 Assessments? = rating based on student experience & student
outcomes

When looking at policies we need to focus on where they come from
(their background)…
Market Forces

Assessments
Economic Downturn Rising Student
Numbers
 HE based on outcomes,
skills & knowledge
 Started  Late noughties (2008/2010)
opening up HE = economic downfall
 Some barriers  financial problem (more ppl
70s removed 90s go to uni)

 Marketisation 80s  Marketisation of 2000s
of Education Education
 Consumerism  Neo-liberal agenda
(students  focus on economic
should have a benefit not social
choice) benefit

What does the TEF want to achieve?
1) Increase/drive excellence = ensures that employers get the
strongest graduates & the pupils are getting the best opportunities.
Consumer Market Authority
2) Widening participation = helps those with limited access to get into
UNI. Helps to tackle disadvantages.
3) Info & choice = introduces the need of marketisation in HE. Helps to
give more information to students choosing which UNI they want to
attend (E.G. TEF ratings/awards).
4) Consumer rights/protection = enables the students to become
consumers of education. By law consumer protection must be
present (covered by CMA).
5) Solve the tuition fee problem = increased numbers of people
attending UNI now. GOV has money issue due to increased number
of loans. TEF tries to fix this issue.
