 Military pressure was evident in IRA from beginning of 1919
 Sinn Fein electoral manifesto was to use “any and every means available to render
impotent”
 However, Volunteer Headquarters didn’t actually have a clear plan designed to
promote the struggle for independence
 Faced with British military strength of 38,000 troops in Crown forces along with
10,000 armed RIC men, concerns were raised in Ireland from the beginning as to
whether success would even be possible
 Prominent military problem on both sides was military indiscipline
 Brugha- Dail’s minister of Defence found various units of the IRA very difficult to
control, especially in provinces of intense British hostility
 Soloheadbeg incident in Co. Tipperary in January 1919 was seen by many as
starting point of war
 On this occasion, 2 RIC officers were killed by the Third Tipperary Brigade of the IRA,
led by Seamus Robinson, Dan Breen and Sean Tracey
 Plan was to seize guns and explosives that the officers were escorting
 This action was authorised by the IRA GHQ because the politicians of S.F were
worried about losing public support through the use of violence
