-wanted to reform unelected HoL

-92 heridetary peers still exist, chamber still unelected

-democratic defecit

HOWEVER- dont need further reform

-1999 HoL act = more effective at checking exec

-Most now elected due to contribution to society

-Professionalism, expertise

-Now more willing to challenge govt (2015 tax credit cuts)

-further reform may = bad consequences

-elected HoL would just create party politcs (gridlock)



PARA 2: HRA is weak

-absence of entrenched bill

-rights weakly protected

-new lab tried to strengthen by ECHR, not far enough

-parliamentary sovereignty

-vulnerable to repeal

HOWEVER- HRA does not need further reform

-codification of any part of constitution would undermine sovereignty

, -could threaten flexibility and characteristics of UK constitution
