In analysing the effects of positive and negative images on the public perceptions of the public
service it will be necessary to define a positive and negative image an how each effects the public
perceptions that each has upon the public service.

Positive images of public service usually have recurring themes; these themes include courage or
courageous acts, brave individuals or acts of bravery/valour, victorious actions or triumphs against
enemies criminal or other, decisiveness by individuals or similar. There may also be images of
individuals working in the community helping to achieve things there or improving it, this sort of
theme is even more recurring when you see images in disasters were disaster relief is being given to
those in need of it. All these images and themes are positive and promote a positive image of the
public services to the public thus affecting their perception of them positively. This helps the services
gain public support for any actions that they may commit or else general support for their policies.
This can also the public services a degree of flexibility in the way they behave as they assume general
support for their actions eliminating the need to restrict their actions.

Negative images of the public services also like positive have recurring themes; these themes include
things like fails or failures that the service has permitted. Continuing themes include other themes
that make the service appear negatively such as lack of discipline or accidents that could have been
prevented. This includes brutality, corruption, mischarges of justice, ignoring public pleas, letting
criminals getting away or allowing crime to be committed. Ultimately its irrelevant as to whether
what it is as its negative it will have a negative effect back upon the service and more importantly the
public’s perception of them. Instead of freeing the service up its the reverse restricting the actions
that they can take and the services has to assume that they are treading on egg shells and have a
reserved behaviour as such.
