Public perceptions of the public services will be affected by the images that they exposed to. Positive
or negative images invoke different feelings and attitudes and as such the response to the public
services and public perception is affected depending upon the images that are used.

Positive images have recurring themes bravery, courage, valour, victory, decisiveness, helping of
others in a community or in danger or disaster zone. All of these images are designed to promote the
public services positively. These examples of positive images obviously invoke feelings and responses
that are positive and make individuals more in favour of the public services and the agendas that
they pursue. This means simply that any and all positive images deliberately intended or not become
propaganda for the public services. This is exactly what the public services want as without public
support they are restricted in the way they can act and ultimately could not function without it.
However with public support they can operate at optimum levels so ensuring that there is plenty of
positive imagery of the public services which is essential to the them and public relations based upon
the effects of positive imagery which also helps mediate the relationship the public services have
with the public.

Negative images like positive images have recurring themes but these are clearly different, the type
of themes in negative images is failing/failure, lack of discipline, brutality, mischarges of justice,
ignoring the public, letting criminals go, or allowing a crime to be committed. The public services
clearly do like to present theses themes as imagery as that would self-destructive. However the
media that is not loyal to the services and more concerned with a good story and revenue generation
has little concern for the damage it may do to the services or individuals within and will happily
report negative images to public about the public services. This has a negative effect upon the
public’s perception of the services and erodes public support for the services and their agendas. It
can even cause outright dislike for the services and their presence. This prevents the services from
operating at their optimum levels. To try and prevent too much damage and repair damage done by
negative images the public services use their public relation teams and make the service personnel
aware of the public relations and how essential it is in allowing them to operate.
