Perspectives on policies

Functionalism

- See the state as actin in the interest of society, and social policies are there for the
good for all

How do they see policies?
. There to help the families perform their functions effectively and make life
better for the members

- FLETCHER: Argues that introduction of NHS, education and housing policies has
gradually led to the development of a welfare state that supports the family in
performing its function more effectively
Example- NHS: means with help of docs families can take better care of their sick
members

CRITICS OF FUNCTIONALISM :
-Wrongly assume policies benefit everyone. Whereas fem argue it benefits men
- Assumes there is a march of progress- by saying social policies make family life
better, whereas Marxists would argue policies can reverse progress and that is
visible by cutting welfare benefits to poorer families

Donzelot: Policing of the family

- How does he see policies? Bad- has a Conflict view

- Policy is a form of state power and control over families

- Uses FOUCAULT concept of surveillance :
- Sees social workers and doctors exercising power over clients by using their expert
knowledge to turn them into ‘ cases’ that need to be dealt with
- DONZELOT : studies this and says how these people use their knowledge to
control and change families. Micro level of how the ‘caring professions’ act as agents
of social control

CRITICS OF DONZELOT:
- Marxist and fem argue that he fails to mention who benefits from the survaillance

The New Right
Policies to mention they do not like : Gay Marriage 2013/14
- See Nuclear family as self reliant and best type , independent

- How do they see policies?
Encourages diversity in family structures, seen in the 1969 divorce act for example,
and this undermines the traditional conventional family - this creates problems such
as crimes and state dependency
