caused opposition to increase through the hugely increased NLF support and opposition to the
didem regime. However it could be argued Kennedy was dealing with a situation which he had
inherited and over which he had little control and over he had little control , the administration tried
to get diem to introduce more economicic and social reform but with little success. Kennedy
encouraged Diem to carry out land reforms to address issues of land distribution and landlessness.
Land reform aimed to provide rural peasants with land and a stake in their country, thus reducing

Kennedy had had provided Diem with advisors in support of the government stability through the
government in order to stop communism to spread amongst the peasants through sending 16,000
military advisors by the late of 1963 in order contain the NLF and stop it spreading . This best can be
