Chapter 486: PT Practice Act

Rule 64B17: Florida Administrative Code



Ch 486 Legislative Intent ANS - To ensure that every PT practitioner in the state meets minimum
requirements for safe practice. PT practitioners who fall below minimum competency or who otherwise
present a danger to the public be prohibited from practicing in this state



"License" ANS - document of authorization granted by the board and issued by the department for a
person to engage in the practice of PT



"endorsement" ANS - licensure granted by the board pursuant to the provisions of ch 486



"physical therapist" ANS - person who is licensed and who practices PT in accordance with provisions of
this chapter



"PT assistant" ANS - person licensed to perform patient-related activities including physical agents,
under the direction of a physical therapist. PTAs for ortho physician or physiatrist (458, 459, 460)
Requires general, but not onsite supervision of a PT. PTAs for other practitioners licensed under 461,
466 shall be performed with ONSITE PT supervision



"PT Practitioner" ANS - PT or PTA who is licensed and practices PT



PT and physiotherapy ANS - Deemed identical and interchangeable with each other is a health care
profession

, "Direct Supervision" ANS - Supervised by licensed PT. Excluding an emergency, direct supervision
requires the physical presence of the licensed PT for consultation and direction of the actions of a PT or
PTA who is practicing under a temp permit and who is a candidate for licensure by examination



PT assessment ANS - observational, verbal, or manual determinations of function of the
musculoskeletal or neuromuscuar system relative to PT, ROM, motor power, postural attitudes,
biomechanical function, locomotion, or functional abilities, for the purpose of making recommendations
for tx



Practice of PT ANS - performance of PT assessments and tx of any disability, injury, disease, or other
condition of human beings, or prevention and rehabilitation of the aforementioned. use of physical,
chemical and other properties of air, electricity, exercise, massage, acupuncture (non-penetration of the
skin), radiant energy, ultraviolet, visible, and infrared rays, ultrasound, water, apparatus and equipment
in the application of performance of tests of nm function as an aid to the dx of human condition upon
compliance with the criteria set forth by the board of medicine



Direct Access & Referrals: Plan of tx ANS - A PT may implement a POC developed by PT or provided for
a patient by a practioner of record or by an advanced practice registered nurse. The PT will refer to
practitioner of record if condition is outside scope of PT, if tx is required beyond 30 days for a condition
not previously assessed by a practitioner of record (POC must be reviewed and signed). This rule of
signature does not apply if the pt has been examined by a physician licensed from a different state, the
patient has been diagnosed by the physician as having a condition for which PT is required, the PT is
treating the condition.



Who are eligible practitioners of record to sign on POCs? ANS - Ch 458, 459, 460, 461, 466 engaged in
active practice:

Physician, Osteopathic Medicine, Chiropractic Medicine, Podiatric Medicine, Dentistry, Dental Hygiene,
and Dental Laboratories.



Which tx agents are not included as physical therapy? ANS - Roentgen rays and radium for diagnostic
and therapeutic purposes, the use of electricity for surgical purposes (cauterization)



Chiropractic medicine ANS - the practice of PT does NOT authorize a PT to practice chiro med (ch 460),
including specific spinal manipulation. PT shall refer the pt to practitioner licensed under 460.
