about the role of the federal government in the early republic


The Election of James Monroe and the Era of Good Feelings - ANSWER - The Era of Good
Feelings is the time period after the War of 1812 and a spirit of nationalism, optimism, and
goodwill. The victory of James Monroe, a demo-repub, in the presidential election of 1816 was
the end of the Federalist party. Despite the name of this period, there were also conflicts during
this time. There were debates over tariffs, the national bank, internal improvements, and public
land sales. Tensions over slavery were increasing, and even a sense of unity among the Demo-
Repubs seemed illusionary due to the party's split just years later. In reality, this era spans from
1816 up until the Panic of 1819.


Tariff of 1816 - ANSWER - Subsidizing the building of roads and canals along with protecting
budding US industries from European competition were goals of the political movement to
support the national economy. In this period of peace after the war, the government feared that
British goods would be sent to America and hurt American businesses due to the low tariffs that
were levied for the War of 1812. They raised tariffs to protect US manufacturers from the
competition. This was the tariff of 1816 and was the first of many protective tariffs in the US


Henry Clay's American System and the Second Bank of the United States - ANSWER - Henry
Clay had an idea for economic growth that he called the American system. His plan consisted of
protective tariffs, a national bank, and internal improvements. Tariffs would promote internal
improvements (roads and canals), the bank would keep the currency flowing. The Second Bank
of America, Hamilton's brainchild, would be chartered in 1816 and Congress were already on
their way to passing protective tariffs. However, Monroe and Madison opposed spending federal
money on roads and canals because there was nothing saying that he could do that in the
constitution. Monroe vetoed many bills for internal improvements and most states were left to
make internal improvements on their own.


The Panic of 1819 - ANSWER - Economic panic caused by the Second Bank tightening credit to
control inflation and a decline of European demand for American goods. This caused a lot of
unemployment, imprisonment for debt, and bankruptcies. Many people's nationalistic beliefs
were shaken and it changed the political outlook of many voters. Westerns, who were hit the
hardest by this crisis, called for land reform and the ending of debtor prisons. This is often cited
as the end of the Era of Good Feelings.

, US Conflict with Barbary Pirates - ANSWER - Jefferson's foreign policy was to keep America out
of foreign affairs and remain neutral in European conflicts. The first challenge to Jefferson's
foreign policy came in 1801 with the conflict on the North African coast. In the past, both
Washington and Adams agreed to pay the Barbary governments a sum for US ships to be there.
The ruler of Tripoli demanded a higher price and refusing to pay this price, Jefferson sent a
small fleet to the Mediterranean to fight in Tripoli, which lasted four years. The US did not have
a victory but they did gain respect and were offered protection to US vessels in Mediterranean
waters.


Challenges to US Neutrality and Chesapeake-Leopard Affair - ANSWER - Napoleonic Wars
dominated Europe. and France and Britain attempted to blockade enemy ports, seized neutral
ships, and confiscated cargoes. British were the main offenders to the US because of their
practice of impressment, which meant that they would capture US naval ships, claim that the
men were British, and force them to fight for the British navy.
(*Chesapeake-Leopard Affair* - in 1897, off the coast of Virginia, British ship Leopard fired at the
US ship Chesapeake, which killed 3 Americans and four were taken and impressed into the
British Navy. Many Americans demanded war because of this event but Jefferson attempted to
solve this problem by using diplomacy.)


Political Changes among Federalists and Democratic-Republicans - ANSWER - The Federalists
were unable to decide due to their inability to adapt to the changes in the country, their
opposition to the War of 1812, and there simply being out of touch with the country. On the other
hand, there were also changes in the Demo-Repub party as well. Some of them still held on to
Demo-Repub ideals while most took to some former Federalist ideals such as maintaining a
large army and navy and supporting a national bank. Some people's views changed with the
times. After Monroe announced that he wouldn't run for president in 1824, four other Demo-
Repub members were gunning for the presidential election which ultimately ended up in a
division in the party then the complete split of the Democratic-Republican party


Reasons for Westward Movement - ANSWER - -Acquisition of Native American lands (Natives
were driven from their lands, so more land for settlement)
-Economic pressures (economic difficulties from the embargo, therefore, they wanted to seek a
new future. southern planters were in needed more land due to poor farming practices that

steamboats, roads, and railroads were gaining popularity)
-Immigrants (more Europeans attracted because of cheap land in the Great Lakes region and in
the Ohio Valley Region
