Promoting public health
Assignment 1
P1: Explain the strategies used to develop public health policy in order for it to
meet its aims/M1 analyse how public health policy is influenced by strategies and
patterns of health and ill health
Public health professionals create policies based on previous studies to guarantee that health
issues are addressed as effectively as possible inside the UK. They also use methods to monitor
the state of public health in the country. This assignment will focus on public health in
Staffordshire and Stoke-on-Trent, how certain factors can affect patterns of health and how the
aims and strategies can influence the factors that influence public health.

What is public health and health promotion?
Keeping people healthy and protecting them from dangers to their well-being are the two main
goals of public health. Helping people is a part of health campaigns occasionally. Other times,
they involve addressing larger problems that affect the health of many individuals, such as an
age or ethnic group, a community, or a nation. Public health helps to lower the likelihood of
illness and improve people’s quality of life through health protection (action for clean air,
water, and food), improving people’s health (smoking, living conditions) and health services
(accessible, effective). https://www.healthcareers.nhs.uk/working-health/working-public-

National Health Service 1948: On July 5, 1948, the National Health Service Act became an
operation and was established by the end of World War II. The Act allowed for the creation of
an all-inclusive health service for Wales and England. According to the Act, the Minister of
Health's responsibility is to encourage the creation of a health service that will improve
people's physical and mental health and their ability to prevent, diagnose, and treat sickness.
According to the Act, the services must be provided without charge which means that all
treatment, medication, and diagnosis are free. The NHS was founded on key ideas that remain
to this day: services should be provided at no cost to users, be comprehensive, and be available
to everyone, regardless of the financial situation. These values were and are the main sources
of funding for the NHS. Alongside the NHS, there has always been a small but considerable
privately funded health care system that has grown and declined along with the overall
economic status of the nation.

The Beveridge report:
Social scientist William Beveridge (1879–1963) wrote a study titled "Social Insurance and Allied
Services" in November 1942 that served as the framework for post–World War II British social
policy. Beveridge realised that in these kinds of situations, charity was just insufficient and that
the only appropriate course of action would be a well-thought-out government strategy. He
visualised himself fighting the "five giants" of want, squalor, disease, ignorance, and idleness.
According to the document, all employed individuals should contribute a set amount of money
to the movement to get benefits for the unemployed, sick, retired, or widowed.

Aims:
Planning national provision of health care and promoting the health of the population

This public health aim is significant because it enables everyone to receive high-quality
healthcare to the same standard, regardless of background, race, or ethnicity. Improving
population health outcomes and meeting people's expectations are the main objectives of
health provision, which also aims to reduce inequalities in healthcare and health. The public will
need more effective health care that helps protect them from illness and disease because of the
advancements in technology and medicine over time. Because of statistics on several factors,
such as lifestyle choices like exercise, nutrition, and living conditions, which can all have a
positive or negative impact on health, the government can identify where health care is
needed. These statistics are important for the government as it can highlight common trends in
health and improve future medical care. For example, if there was an increasing amount of
overweight or obese children in primary schools, the government can create strategies that can
promote children and families to eat healthier and exercise more, e.g. 5 a day.

The NHS offers services to everyone, regardless of their qualities, to make sure that the
healthcare can adapt to each person's changing needs and avoid discrimination. Public health
policy must be responsive to both current and future health demands to fulfil the needs of
certain demographic groups and guarantee that illness can be prevented as well as treated.
Public health policies must be planned by governments with changing demands of the
population in consideration, as well as any factors that might affect their ability to access
services for treatment.

, The 1840s saw a change in societal views. Edwin Chadwick worked for the Poor Law
Commission as a government servant. Parliament invited him to look at living conditions in the
United Kingdom. He concluded in his 1842 Report on the Sanitary Conditions of the Labouring
Population that living conditions were a crucial factor contributing to poverty and poor health,
rather than idleness. Chadwick concluded that three key components were needed to improve
the removal of health-related waste: a functional sewage system, clean running water in every
home, and the appointment of a qualified medical officer in each community. The cholera
epidemic of 1848 was the reason for the government's shift in perspective. In England and
Wales, this pandemic took the lives of 52,000 people. The Board of Health was founded by the
Public Health Act of 1848. The authority to choose an officer of health, who needed to be a
doctor, was granted to local authorities. They might also arrange for trash collection, construct
sewers, and supply clean water to enhance sanitation in their community.

Identifying and monitoring the needs of the population

The monitoring of population needs to help in the treatment and control of disease in society is
the second aim of public health. Having this knowledge is essential because it will enable public
health officials to make more precise decisions and take activities that will better fulfil societal
demands and enable greater control and monitoring of illness and disease. For public health
policies to be successful, the government must be able to anticipate changes in society and
recognise opportunities to adapt policies to better serve the needs of the public. It is important
for the government to examine medical data and statistics that connect certain health issues
with lifestyle data, such as the link between smoking and cancer. To prevent people from
smoking, the government has banned smoking in public places and has published harmful
images on cigarette packages to prevent individuals from buying them. This will overall
decrease the number of smokers as well as a reduced amount of illness and disease.

Identifying and reducing inequalities between groups and communities in society

Professionals examine inequality in healthcare to ensure that public health policies benefit the
health and wellness of the entire population, not just those who can afford care. The goal of the
NHS is to ensure that everyone has access to high-quality, free healthcare to meet and reduce
health inequalities. This is because it is essential to maintain the high standards of healthcare.
Numerous reports have focused on health inequalities throughout the years, such as the
Beveridge, Acheson, and Black reports. These reports assist health professionals in developing a
greater understanding of health inequalities and strategies for reducing them. Aiming to
decrease health inequalities in England, Public Health England launched a plan in May 2018 that
involves screening people according to several determinants of health, including as age, race,
sex, society, and environmental circumstances. The approach looks at several variables,
