In the construction management, construction of hotel is referred to as a significant process
where preconstruction management plan is required to generate so that successful
construction can be ensured (Marques, 2023). In general terms, forethought, meticulousness,
and strategy are required to included in the process of preconstruction management plan. In
the hospitality industry, hotels are referred to as the backbone. Rather than a structure hotel is
considered as the symbols of friendliness, grace, and warmth. Strategic planning, effective
collaboration, and consideration of regulations and standards are referred to as the significant
task in the hotel construction (Ghimire, 2023). In this study, the researcher will generate a
strategic preconstruction plan so that effectiveness can be ensured in the process of
constriction and the task of construction can be completed successfully. In this report, the
researcher will play the role of a construction project manager for a hotel construction and
will ensure a comprehensive understanding on the process of pre-construction. In addition,
cost estimation will be explored by the study and the procedure of planning will be
determined and explored by the study in an organised way. The study will be consisted with
three significant segments. Procurement and tendering will be the first segment where
strategy of procurement and tendering will be determined, discussed, and justified. In next,
the way taking-off techniques and tendering types are related will be explored. E-tendering
and e-procurement advantages will be defined in an organised way. In the second segment, a
specific location will be determined for the construction of hotel. The case study will be taken
into account in the way of exploring the cost and estimation in an effective manner. Finally,
the planning procedure for the construction of hotel will be explored. Various aspects of
planning will be determined and defined in an organised way so that comprehensive
understanding can be ensured on the planning procedure.

Discussion of Procurement and Tendering Strategy
In the construction management, it is significant to consider the strategy of procurement and
tendering properly so that cost-effectiveness, efficiency, and successful delivery of the
project can be ensured in an organised way (Onyango, 2023). In the way of developing the
preconstruction document it is necessary to propose a suitable and effective strategy for
procurement and tendering. The strategy which will be proposed is outlined in the below
discussion.

Traditional Procurement: In the construction management, a step-by-step process is taken
into account by the traditional procurement strategy. In the traditional procurement strategy,
an architect will be hired by the owner so that an effective plan for the construction can be
generated. In next, the contractors will be shared by the plan by the owner who will bid for
the project of hotel construction. The contractor who will place the best bid and will provide
the best offer will be picked by the owner. Then the developed project plan will be applied by
the selected contractor in the way of completing the project in an organised way. This
particular method of construction is referred to as the "design-bid-build" as designing,
bidding, and building are involved in the method (Maagi, 2023). In this method the task of
the owner is to pick the option which is best. Two separate agreements will be implemented
by the approach. Design phased and construction phase are referred to as these two
agreements will be implemented to complete the project successfully. Traditional
procurement is referred to as the particular procurement and tendering strategy which will be
proposed in the document of preconstruction plan.

Justification to the Factors: The factors which influenced the decision of selecting the
traditional procurement method are determined and explored in the below discussion.

 Cost: A clear pricing upfront is offered by the method of traditional procurement.
Therefore, an effectiveness is ensured in the process of budgeting making.
 Risk: The accountability of various project risks will be taken by the contractor in the
traditional procurement method which influenced the decision.
 Quality: Detailed plan will be promoted by the traditional procurement method and
the plan will be followed appropriately in the construction process (Sospeter, 2023).
