Inter -Ethnic Placement Act (IEPA) - Prohibits any consideration of children's race or ethnicity as a factor in deciding which permanent placement will be in their best interest Adoption and Safe Families Act (ASFA) - A federal statute that requires states to take specific placement action on behalf of children in foster care, such as terminating parental rights in order to facilitate adoption after a designated period of time trying to reunite the child with its biological parents. Fostering Connec tions to Success and Increasing Adoptions Act of 2008 - Extends assistance for foster care maintenance, adoption assistance, and kinship guardianship programs to eligible youth age 18 up to age 21 Children and Family Services Act - specifies the general d uties and responsibilities of DCFS
