The organisation of the sport and active leisure industry and its provision
Sectors
The public sector is where a facility can be used by anyone in the public and the facility is
funded and run by the government. This gives everyone in the public to have the sane
opportunities to use the facilities as it is made affordable for everyone with low prices. These
include things such as gyms and leisure centres which can be used to improve physical health.
The voluntary sector is social activities that are undertaken by organisations that don’t work with
the government and are non profit organisations.
The private sector is sports facilities that are provided through individuals or a partnership and
usually run by a consortium. These individuals (companies) invest their own money into the
facilities whilst also looking to profit off of the facility.
The third sector is groups that try to achieve their goals from a range of various activities. Some
of these activities would be things like fundraising and providing services.
Sports / facilities in each sector
The public sector provides the gym and leisure centres.
The private sector would include a sport like golf.
The voluntary sector would include grassroots football.
Gyms and leisure centres would be in the public centre as the government has made them
accessible for everyone and the facilities can be used at a low cost which means that lots of
people use these facilities. The public sector is funded by money that has been collected from
the public in the form of indirect or direct taxes such as council tax.
Golf would be in a sport in the private sector as the facilities used to play golf are usually
expensive which means that the organisations that own the facilities can make a profit from
things such as memberships. However this means that not everyone in the public can access
private sector sports due to the cost which means that participation levels aren’t as high as the
public and voluntary sectors. The private sector is funded by the individuals who invest their
own money into their facilities looking to make a profit from it.
Grassroots football would be a sport in the voluntary sector as it is non profit making
organisations and it is accessible for most people. This also means that the voluntary sector has
the largest participation in sport in Britain. It is funded primarily by subscriptions from its
members although clubs will try to raise money in the form of sponsorship.

Sport Development Continuum

The sports development continuum is a model that shows a persons involvement in sport by
what stage they’re performing at.
There are four levels of participation which are foundation, participation, performance and
elite. These four levels are often shown in a pyramid, as shown above. You can see that the
continuum is wider at the bottom than the top. This is because the elite level is only reached
by the best athletes in the world (A small percentage of people). An example of an elite
athlete would be someone who is training everyday of the week and competing at an
international level in their sport. They would also be receiving training from high level
coaches. Then the foundation level is like doing p.e lessons in primary school which is
something that everyone does, therefore the continuum is wider at the bottom as virtually
everyone will have done this stage whereas only a small percentage of people will reach
elite levels.

Foundation
The foundation level ,which is at the base of the pyramid, has the majority of participants.
This stage includes young people who get taught PE and therefore get to experience and
learn the basic sporting skills. It receives funding from the government as it usually takes
place in schools.
Participation
The participation level is where you move up from primary school and play for your local
club. At school there are set sports you have to play but at this stage the participants may
start to have interests in certain sports and show their intent by committing to the sport. It is
funded through the organisation that heads that sport such as football which is funded by
the FA. This benefits the sport as it makes it more accessible for players who have an
interest in playing football as it isn’t that expensive. The benefits of the participation level are
that the participants can experience basic levels of competence and grow their passion for
what they do.
