1. Competitive success based on HRM is only one of several strategies available to
organizations. For example, cost cutting strategies, downsizing etc. These strategies
are not depending on Human resources, so no investment in the management of HR

2. System inertia. Sometimes an organization is really locked into its initial choice of HR
practices and not able and willing to change. For example, because there is a deep
belief and conviction that the way people are managed in the organization is the best
way to do it (2 points)
3. The implementation of HR practices (like selection, training etc.) comes with costs.
Both financial costs (higher wages, more training etc) but time resources are also
needed to actually perform all those appraisals as part of PM, or to involve everyone
in decision making. Some companies might not have the financial or time resources
to do so (2 points)
