Climate change → we already knew that climate change would be a problem in the future
but only when it escalated they will do something about it → example is ipcc report. But a
report is not enough because it is not really doing something about climate change. These
two perspectives are where the course is about.

Not focus on solutions but you have to focus on the problems in the eyes of policy analysis.
But this brings a lot of dilemmas like, public health vs economy, safety of the elderly vs
loneliness of the elderly, ect. → so it is not about the policy process. It is about learning and
practicing to execute a policy analysis study, this includes problem structuring, searching for
solutions, computing solutions and defings recommendations.

De Haan/De Heer → Getting a firm grip on complexity helps you deal with it. The world is
very complex but policymakers need to do something and they have to make the best
decisions possible. As a policy analyst you can give the best advice to the policy makers.
Example → the festivals and nightclubs that were opened this summer. But eventually they
banned it again. So there was a problem → the increase of positive tests and a solution →
closing everything. But what if that is not the problem? You have to beware of solution-reflex.
The government jumped into a solution without taking time to think about it.

Debra Stone → the weaknesses of policy analysis, sometimes policies are made that are
not realistic. Because people do not always behave rational. Policy is political and at its core
is the political community. Policy making is about the battle between ideals and ideas, with
the aim of convincing others through stories. Knowledge is part of the battle, but twisted and
bendened to fit the dominant stories. This impacts policy analysis, because the things that
seem logical if you follow analytical models do not necessarily reflect. So the market
perspective vs the polis perspective.

,Stone → if you provide numbers it will be better, but this is not the case because people do
not always maximize their self interest.

Policy goals from Stone:

Vaccination should not be fair because everybody needs to get the same chances → this is
about equality, Stone would say that it is about treating everybody in the same way. The
other people say that it is not fair because the people who got vaccinated did something
extra for the community so they think it is fair that they can do something extra. This is a
merit based argument due Stone.

High energy prices in Europe are tackelt different in different countries. You can see
differences in equity, welfare and efficiency. Some companies are profiting from the high
energy prices are given a fine for this, but in the Netherlands we don’t. In some countries
there is compensation because people can’t pay their taxes anymore. People need this
composition to live their lives, the Netherlands also does this.

How can you explain in the eyes of the polis perspective that giving farmers money isn’t
enough? For these farmers there is a lot more lost than only money, you see a lot of loyalty
and groups in this issue.

De Haan/de Heer gaat meer over analytische analyse en verschillend beleid met elkaar
vergelijken. Bij Stone gaat het over de verhalen en emoties die komen kijken bij het
opstellen van beleid.




→ These are both universal goals as well as universal yardsticks we use to evaluate policy.
These are actors who are very important to everyone, but sometimes hard to achieve. But
she criticizes policy analysis and these goals because goals mean nothing and there are
things that can serve many different goals. Goals are not made by computers and it is a
political process.

, Equity → is about giving the type of support that is seen as fair. Is often seen as equality as
an issue that is right vs left. But there is no party that is against equity but they see it in
different ways. Fair is the same size share for everybody but that is not so simple in policy.
Market perspective: fair division of a cake would be to slice it in equal slices. But what is a
fair distribution?
1. Recipients (who gets what?) They could claim that other people should have
received the cake than the people in her class.
2. Item (what is being distributed?) → Or some students earlier ate that they had more
to eat at lunch so the people who had less should be getting more cake, so you look
at the whole day.
3. The process (how is it being distributed?) → Or is a fair division giving everyone a
fork and everybody can dive in. Everybody gets equal starting chances to eat the
cake.




This is a proposal: every municipality houses a share of the refugees that is equal in relation
to the number of inhabitants from that municipality.
Refugee case → Who gets what?
Recipients →
Some deserve it to house less refugees because they are already given more of their land to
the common good. Gender also influences policies. if you would say that some parts of the
Netherlands are disadvantaged in carrying the burden of housing refugees. If you make this
argument you make an argument on history if you look at a division.

Gas case → Who gets what portion of the gas?
Proposal: every inhabitant if the Netherlands gets the same portion of the gas. So the total
amount of gas is divided equally over 17.38 million inhabitants.

Equal slices but unequal invitations → It is not fair that everyone that lives here gets a cut,
because why do people who don't live in the Netherlands until very recently? Maybe they
would have not moved if they had known that they would get gas.
Unequal slices for unequal merit but equal slices for equal merit → The people who already
receive a lot of money from the government should not have the same part of the gas,
