the architectural specs. If they wish to "offer" a substantial savings to show an option out
of the specified product, then a formal substitution request must be submitted with a
reason for why.
Bid dates are hard deadlines. But if the bid comes in and will substantially save the
client money, and it is bid within the specification parameter then the bid can be
presented to the owner.
On the exam, the answer to this question could be to say "no" to the contractor because
it was after the bid deadline.
However, in the real world, if it really saves the client money then it could be considered.
