Structures of the IPE
The IPE can be described as comprising of a network of
bargains between and among states (power being the
bargaining commodity) and markets (dealing in wealth).
These bargains determine the production, exchange
and distribution of wealth and power among and
between states and non-state actors (markets) and can
take various forms, including formal or informal
agreements or conventions.
The four main primary power structures are, according
to Susan Strange security, production, finance and
knowledge.
The first power structure is security- which is one of the
most basic human needs. A security power structure is
created when one person or a group provides security
for another or contributes to that security.
The second power structure is production - which is the
act of creating value and wealth. The production
structure can be defined as the sum of all the
arrangements that determine what is produced, when,
by whom and for whom, by what methods and on what
terms.
The third structure is finance - this structure defines who
has access to money, how and on what terms. It also
determines the pattern in which money flows between
and among nations. The finance structure can be

, defined as an abstract set of linkages between and
among states.
Lastly is the knowledge structure - which is considered
as power and wealth. States with good access to
knowledge (scientific, technological, etc.) find
themselves in a position of advantage compared to
others.


Secondary structures
Secondary power structures are structures within which
choices are made on the basis of value preferences.
They also determine the options available to states,
business enterprises, social groups and individuals.
They are secondary to the primary power structures, but
play a significant role in shaping the secondary
structures.
They are transport system, trade, energy and welfare.


Transport systems:
This involves how people and goods are moved from
one place to another and which is always highly
politicised. The state plays an important role, and
political choices are made from different social values
and the competing claims and interests of different
groups against each other.
