The coronavirus disease (COVID-19), caused by severe acute respiratory syndrome
coronavirus 2 (SARS-CoV-2), was first identified in December 2019 and quickly
spread to many regions of the world in the first months of 2020. The World Health
Organization (WHO) declared the outbreak a public health emergency of
international concern on 30 January 2020, and by 11 March 2020, it was declared a
pandemic.
Governments all over the world have implemented various measures intended to
mitigate the spread of the pandemic and ease the strain on health care systems.
Those measures have included lockdowns, movement restrictions and social
distancing measures that have been implemented with diverse degrees of strictness
and at different moments in time. At the time of writing this report, in November
2020, many countries are experiencing a ‘second wave’ of the pandemic and most of
the restrictive measures are being re-established. Considering the possibility of
future similar health emergencies, restrictions with similar impacts on the criminal
