Tshwane Central Station’s annual operational planning meeting
The Station’s annual operational planning meeting takes place once a year for the
station management to plan strategies for the station to deal with policing functions.
The role players at the meeting included all section heads from the different
components – that is, the Community Service Centres, Crime Intelligence, the
Detectives, the Support, the Visible Policing, and the Community Police Forum
representatives. All these components had to provide four representatives at the
meeting. The Crime Intelligence Management Analysis Centre (CIMAC) had one
representative. The Station Management Information Centre had five representatives
since they had to assist with facilitation of the process.
The Station Commander, Brigadier Toms started the meeting with a minute of silence
to commemorate the police officials who were killed while on duty and those who
passed away as a result of Covid illness. In the welcome address the Station
Commander briefly mentioned the high crime contributors and indicated that the
CIMAC will present the crime statistics from their office. The presentation included a

high rate of absenteeism in the reliefs, the high contributors to civil claims against the
police, and the vehicles that used the most fuel. While the Station Commander spoke,
the officers listened attentively, and some shook their head from left to right – either
in agreement or disbelief with the high rate of absenteeism, or the other issues. The
Station Commander thanked Lieutenant-Colonel Mbali for compiling the presentation.
The Station Commander persuaded the groups to participate in the discussions and
to provide their ideas and views on ways to improve the service delivery within the
station precinct. They were told that their views are invaluable to decreasing the crime
rate and that it will improve the image of the police once the perpetrators have been
traced. It will also help to decrease crime and support their investigation. While the
Station Commander was still on the podium, two representatives from the community
