1. Economic Inequality

One of the biggest threats to the growth of South Africa is the levels of inequality that is prevalent
within our economy. Statistics South Africa has assessed our Gini co-efficient at 0.68 (2015).
Inequality is a phenomenon that has a domino effect throughout all sectors of production, as such
not only are more people poor, but more people are excluded from the economy. It is imperative
then, that any developmental recourse undertaking address this issue as its first priority.. There will
be no use for more mobile telecommunications towers in an area where its people cannot afford a
cell phone.

2. Technological Divide

The technological divide within the country provides us with an opportunity to use our weaknesses
as strengths. Through the rolling out of sustainable developmental projects in areas which are
disconnected from the ICT world; we can simultaneously impact the income gap as well. In
addressing the basic infrastructure needs, local SMMEs should be at the forefront of
developmental projects within their region. This capacitates local businesses and provides jobs to
communities whilst creating a long-lasting accessibility. Local businesses can continuously work in
providing support and maintenance systems for newly developed infrastructure which should
include technological centres, knowledge Hubs, internet facilities and basic IT skills training
centres.

3. Content Divide

It is important that content is developed and adopted in the context of the market which it serves.
This can be addressed through the localisation of infrastructure and support providers. Developers
must have a good understanding of the demographic their serving and present content that they
can relate to. Content needs to be developed for cell phone accessibility as this is the primary
access point for internet users in South Africa (Worldwide Worx 2017).

4. Language Divide

This factor was added from reading and commenting on A van der Westhuizen’s post. Language
divide also speaks to the factor of content divide and the need for content to serve the
demographic it targets. This should include language being used within content.
