, ANSWER ALL THE QUESTIONS

QUESTION 1 [10]

Answer the following questions regarding air quality legislation.

1.1 Name the legislation governing air quality in South Africa or the country where you live.
(2)
National Environmental Management: Air Quality ACT, 2004 (ACT NO. 39 OF 2004)

1.2 What mechanisms does the above legislation use in order to prevent air pollution? (3)

The legislation encourages awareness raising for air quality. Improving the publics
knowledge on environmental issues such as air pollution can positively influence air
quality by voluntary means instead of forced regulations. Voluntary changes in
behaviour towards air quality can be a more sustainable means of improving air
quality than forced measures. There are multiple ways to raise awareness for air
quality that include:

 Workshops and seminars’
 Participation in world environment day
 Handing out information pamphlets
 Informing children about air pollution and quality

Setting standards for companies to improve air quality is also part of the legislation.
The standards will be applied to various aspects of a company’s activities such as:

 Air emissions
 Use of controlled fuels

When setting a standard all the company’s activities should be considered and how
they affect air quality.
The legislation also uses economic instruments such as CO 2 emission tax. The emission
tax will be bases on the vehicle’s certified CO2 emission. The tax rate will be R75 per
g/km for each g/km above 120 g/km.

1.3 Suggest technologies and other mitigation measures than legislation to reduce air
emissions in an urban area. (5)

Some technologies and strategies that reduce air emissions within urban
environments include the following:

 Low/zero emission zones
