Emissions trading system takes place in terms of a rate that a pollutant
constitutes in total output and the is conservative governments with a strong
climate or air pollution that happens when a chemical factory produces a

the customer or seller of that thing is not solely responsible for the negative
externality.

Emission trading is widely considered a key part of efforts to reduce the man-
made greenhouses gas emissions that are causing climate change and the
setting of caps is informed by scientific evidence of the emissions cuts needs
to limit change and European union describes its emissions and trading the
worlds largest as cornerstone of its climate change policy it attributes past
success in reducing emissions.

2. In comparison with emissions standards I think trading system make
the most sense .

Emissions standard is applied directly to the amounts of emissions from
polluting sources and emissions limits are never exceed levels they are stated
in terms of the amount of materials that is produced in some unit of time such
as grams per minute or tons per week.

After the comparison trading system makes more sense because it helps to
reduce the overall cost of transitioning to lead free gasoline and refineries
have to install new equipment and implement new operating practices to
reduce the lead level of gas while maintaining regular octane rating however
comparison prices varied between refineries particularly between large and
small operation.

The fight against climate change is important to equitable global development,
poverty reduction and international so trading system can play important part
in this goals. So will advice the government to start using the trading system
since it is beneficial and trade can help the government to adapt higher
average temperature and more extreme weather events by proving consumer
with lower emissions goods and services facilitating the implementation of
climate friendly technology. Even though climate change may have a negative
impact on trade because extreme weather events boost the cost of trade by
destroying or degrading transformation infrastructure and reducing agricultural
productivity.
