QUESTION 1

1

,Thandi Joubert, aged 8 years old, is reported missing after she did not return home from
school. Her frantic parents contacted her teachers and friends, but Thandi has not been
seen by anyone.
1.1 In your own words, define a “missing person”. (3)
A missing person is defined as anyone under the age of 18 who has been reported
missing, or anyone 18 or older who is seriously ill – either mentally or physically – or
who is absent under circumstances that would indicate involuntary disappearance.
1.2 Discuss the process of investigating the missing person case, registered after
Thandi’s disappearance. (10)
You must share information about any missing individual as soon as the police report
the person missing. Inquire thoroughly with the person reporting the missing person and
acquire an affidavit in its entirety from him or her. The circumstances underlying the
disappearance must be thoroughly stated. This is especially vital if abduction or
kidnapping is suspected, because the initial few hours are critical. The attacker may
later determine that the victim is no longer needed. If it appears that the person did not
go missing of his or her own volition at any stage after being reported missing, open a
docket with the necessary charge.
Complete SAPS 55(A) twice and include two recent images of the missing person. If an
acceptance of liability is completed in triplicate and signed by the person who reported
the missing person, the SAPS will be given the mandate to search for an adult missing
person. Send the SAPS 55(A), a photograph of the missing person, and the acceptance
of liability to the local Bureau for Missing Persons as soon as feasible. The circulation
slip should be included with the documents. If you find missing children and it looks that
they fled, you must try to figure out why they departed. If it looks that children fled due to
sexual abuse or violations of their rights, you must contact the station commander and
detective commander, who will send a detective to investigate the matter. UNISA
(2020:72)

1.3 Describe any five steps which you will take to trace Thandi as a missing
person.
According to UNISA (2020:80), the following are some of the steps that are taken in
tracing a missing person:
 Involve the individual who reported the incident in the investigation to foster a
positive relationship and a two-way flow of information.
 Determine whether the person is truly missing.
 Determine the missing person's present status, such as married/single/divorced.
If the missing person is an adult, it is equally critical to look into his or her
financial situation.
 Determine the missing person's birth or adopted parents, family, and friends.

,  People will sometimes leave a message to explain their behavior. Any such note
must be thoroughly scrutinised.
QUESTION 2
Fred Mokoena was arrested for driving under the influence of an intoxicating liquor or a
drug having a narcotic effect, after he was stopped by a Metro Police official who saw
his car swerving across the road.
2.1 Fred Mokoena needs to go for a medical examination. During what time frame
must his blood sample be taken? (1)
According to UNISA (2020:68) one must arrange to have the person medically
examined immediately after you have arrested him or her; a blood/breath sample must
be taken within TWO hours of the arrest.
2.2 Identify three resources which can be used in the investigation of a case of
driving under the influence of an intoxicating substance. (3)
According to UNISA (2020: 60-62), the following are the three resources that can be
used in the investigation of a case of driving under the influence of an intoxicating
substance.
 Breathalyser.
 Blood sample.
 National Road Traffic Act 93 of 1996.
2.3 Discuss the important facts that need to be contained in the statement of the
Metro Police officer who arrested Fred. (8)
 When a member of the public reports a missing individual at a community service
centre or by phone, the person to whom the report is made must fill out the
prescribed form with all pertinent information. All additional information provided
by the individual reporting the incident must be documented in an investigation
diary. The information, along with a detailed description of the missing individual,
must be broadcast to all patrol vehicles via radio.
 If a photograph is provided, it must be taken on the National Photo Imaging
System.
 Immediately after the circulation of the missing person, the provincial office of the
Bureau for Missing Persons must be informed.
 While the complainant is still at the service centre, the event must be reported to
the shift commander.
 The time and date of the report, the identity of the reporter, and the moment the
shift commander was told of the report must all be recorded in the occurrence
book.
 The shift commander is required by a circular (institutional communication) to
address the issue right away.
