1. William Beveridge, a man, published the Beveridge report in 1942. The level of
poverty in the UK at the time required government intervention. As a result, William
Beveridge identified "the five giants/evils" in five issues. The majority of families
were forced to live in slums as a result of home prices rising faster than household
incomes. The second problem was that as a result of less educated people and a lack
of jobs following the war, unemployment rates were rising. Another problem was
that illnesses were becoming more widespread and spreading quickly, but hospitals
were doing very little to help because they were all private and paid charges that
many people could not pay.The issue resulted from the fact that most teenagers in
the 1900s left school early (at the age of 14) leaving them with little money for
higher study. The final problem that William Beveridge discovered was that each
household's income was low because of extreme poverty, which resulted in many
families being unable to purchase basic essentials for everyday life. William
Beveridge stated that the government must overcome these '5 evils' with a welfare
state” that would provide help and support.He encouraged the government to give
citizens a fair wage, appropriate housing, adequate health care, and suitable
employment opportunities. The government gathered after William Beveridge voiced
his worries and listened to his suggestions. As a result of the Labour Party's election
victory in 1945, the welfare state was created.
