INTRODUCTION
This paper explores the socio-economic and political forces that prompted the South
African government, through the Department of Social Development (DSD), to propose
the Basic Income Grant (BIG) and present the Green Paper on Comprehensive Social
Security and Retirement Reform (2021) to parliament for discussion and public feedback.
Given the unique historical, socio-political, and economic context of South Africa, this
analysis is framed around the concepts of the political economy of welfare, coloniality and
its decolonisation, and the indigenisation of the welfare system. The paper aims to provide
