1 Introduction
The South African transport policy, as outlined in the White Paper, aims to create a
safe, efficient, and integrated transport system. It focuses on various modes of
transport, including freight and passenger transport, and encompasses both domestic
and international frameworks. The policy is underpinned by principles of sustainability,
inclusivity, and economic growth, seeking to enhance the accessibility and quality of
transport services across the nation.
2 Freight Transport Policy and Regulations
The policy recognizes the critical role of freight transport in supporting South Africa's
economy, particularly in facilitating trade and industrial activities. The government's
approach to freight transport is multi-faceted, focusing on regulatory oversight,
infrastructure development, and environmental sustainability.
a. Regulation of Freight Operators
The regulation of freight operators is a cornerstone of South Africa's transport policy,
aimed at fostering a competitive and equitable market environment. This regulatory
framework is designed to ensure that all freight operators adhere to uniform standards,
particularly concerning safety and service quality. A primary objective is to prevent
monopolistic practices that could stifle competition and disadvantage smaller or new
entrants to the market. The introduction of the Single Transport Economic Regulator
(STER) represents a significant step towards achieving this goal. STER is tasked with
harmonizing regulations across different transport modes, including road, rail,
maritime, and air freight (Department of Transport, 2021). By providing a centralized
regulatory authority, STER aims to streamline processes, reduce bureaucratic
inefficiencies, and ensure consistent enforcement of rules and standards. This
regulatory body also plays a crucial role in overseeing the issuance of licenses and
permits, ensuring that only qualified operators enter the market. Moreover, STER's
oversight extends to monitoring the ongoing compliance of operators with safety
regulations, operational standards, and fair pricing practices, thereby safeguarding the
interests of both the operators and their customers.
