1. With specific reference to section 13(1) of the Interpretation Act 33 of 1957, what do you
understand by the terms “adoption”, and “commencement” of legislation? (5)

ANSWER:
Interpretation Act 33 of 1957: "Adoption" and "Commencement" of Legislation

Adoption:

• Adoption refers to the formal acceptance or enactment of legislation by a legislative body.
It signifies the point at which a proposed bill has passed through all necessary legislative
stages and has received the necessary approvals, making it an official law.

Commencement:

• Commencement refers to the point in time when the adopted legislation comes into effect.
Section 13(1) of the Interpretation Act 33 of 1957 states that unless otherwise provided,
legislation comes into operation on the day of its publication in the Government Gazette.
This means that the law becomes enforceable from that specified date.
