INTRODUCTION
Human settlement patterns in South Africa remain a complex and persistent legacy of apartheid-
era planning, which systematically relegated the majority of black South Africans to peripheral
and under-resourced areas. This spatial arrangement perpetuates cycles of poverty, social
inequality, and economic inefficiency. Despite significant policy interventions and efforts to
rectify these injustices post-1994, many of these patterns continue to persist, reflecting the
deep-rooted and multifaceted nature of spatial inequality in the country. This essay critically
examines the enduring nature of apartheid-era settlement patterns and provides an analysis of
current settlement trends in Pretoria, the closest major urban area to my residence, highlighting
both progress and ongoing challenges.
