,De sector van de werkloosheid maakt een onderscheid tussen werknemers en
zelfstandigen.

Ambtenaren betalen geen bijdrage voor de sector van de werkloosheid, behalve
in geval van eenzijdige beëindiging, want dan gebeurt er een retroactieve van de
bijdrage betaald door de overheidswerkgever die de ambtenaar heeft ontslagen.
Ze hebben dus geen eigen systeem van werkloosheid. → Wrm niet? Omdat zij
niet dmv een AOVK tewerkgesteld worden, maar eenzijdig benoemd. Die
benoeming kan op zich wel worden beëindigd, maar niet zo simpel als een AOVK.
In de uitzonderlijke omstandigheid waarin toch eenzijdig een einde wordt
gemaakt aan het dienstverband, dan zal er een subsidiaire bescherming in
werking treden obv de wet van 1991.
