strong safety culture within the mining sector has been an ongoing challenge for
stakeholders, including employers, workers, and regulatory bodies.
Background
The South African mining industry has made substantial strides in enhancing safety
standards and practices over the past decades, driven by legislative reforms,
technological advancements, and heightened emphasis on occupational health and
safety (Phakathi, 2013). Despite these efforts, the industry continues to face
persistent safety challenges, with mining-related incidents and fatalities still occurring
at an unacceptably high rate (Minerals Council South Africa, 2021).
Research has shown that a strong safety culture, characterized by shared attitudes,
beliefs, perceptions, and values toward safety, is a critical factor in reducing
workplace incidents and improving overall safety performance (Kines et al., 2011).
