1.1 Principle-Based Management
Principle-based management refers to a management approach where decisions
and actions are guided by a set of core principles or values rather than by rigid rules
or guidelines. This approach encourages managers and employees to use these
principles as a compass in decision -making, allowing for more flexible and context-
specific actions. Principle-based management often leads to a more ethical and
sustainable organizational culture, as it promotes consistency in behavior and
decision-making across all levels of the organization. In the context of the workplace,
it fosters a shared understanding of the organization's mission, vision, and values,
thereby aligning the actions of all employees with the broader organizational goals.
1.2 Ethical and Accountable Conduct in the Workplace
Ethical and accountable conduct in the workplace refers to the expectation that
employees will act with integrity, honesty, and fairness in all their professional duties,
and will be held responsible for their actions and decisions. Ethical conduct involves
adhering to moral principles, such as respect for others, fairness, transparency, and
compliance with laws and regulations. Accountability, on the other hand, means that
employees are answerable for their actions, decisions, and the outcomes of those
decisions, and must accept the consequences, whether positive or negative.
Together, ethical and accountable conduct creates a workplace culture of trust and
responsibility, where employees are motivated to act in the best interests of the
organization and its stakeholders.
1.3 Legal Instruments for SAPS Management and Execution of Constitutional
Mandate
The South African Police Service (SAPS) is governed by several legal instruments
that outline the principles for managing the organization and executing its
constitutional mandate. Four key legal instruments include:
• The Constitution of the Republic of South Africa, 1996 - Provides the
fundamental legal framework for the operation of SAPS, outlining the rights
and duties of police officers.
• The South African Police Service Act, 1995 (Act No. 68 of 1995) - Establishes
the structure and functioning of SAPS and stipulates the duties and powers of
the police force.
• The Criminal Procedure Act, 1977 (Act No. 51 of 1977) - Governs the
procedures for criminal investigations, arrests, and prosecutions, guiding the
actions of SAPS personnel.
